The Public Health Agency (PHA) has launched its new Partnership and Engagement Strategy 2025-2030, setting out a clear vision for strengthening partnership working and meaningful engagement across Health and Social Care (HSC) in Northern Ireland.
The strategy reaffirms the PHA’s commitment to ensuring that the voices and experiences of service users, carers, families, communities and the wider public help shape the planning, design, delivery and evaluation of health and social care services.
Developed with input from a wide range of stakeholders, the strategy brings together the Regional Personal and Public Involvement (PPI) and Regional Patient Client Experience (PCE) programmes under a shared approach. Its vision is to make partnership working and engagement an essential part of HSC, supporting a healthier population and helping to reduce health inequalities.
The strategy outlines four key priorities for the next five years:
- Providing strategic leadership;
- Building understanding, knowledge and skills;
- Engaging and connecting with people and communities; and
- Identifying learning and demonstrating impact.

Emily Roberts, Interim Director of Nursing, and Martin Quinn, Assistant Director for Partnership & Engagement, welcomed the publication of the strategy and highlighted the importance of listening to service user, carer and family experiences and working collaboratively to influence meaningful change across the health and social care system.
The Partnership and Engagement Strategy 2025-2030 will guide the work of the PHA and its partners in embedding a culture where people are actively involved in decisions that affect their health and wellbeing.
